21 LGU officials finish MLGP at BSU-OU

The colloquium and graduation ceremony for 21 LGU officials of Region I who finished the Municipal Leadership and Governance Program (MLGP) was held on March 16, 2018 at the Oasis Country Resort, San Fernando City, La Union.

The MLGP is offered by the BSU-Open University (BSU-OU) in partnership with the Zuellig Family Foundation (ZFF), Department of Health (DOH) and Region I.

BSU OU Director, Dr. Romeo A. Gomez, Jr. stated that the program covered Regions I, II, and CAR since 2014. He added that the 21 graduates are the third batch to undergo the program.

According to Dr. Gomez, the program is for leadership training in health and BSU is the the academic partner providing the training component and facilitators while ZFF and DOH provides the training modules and assist the program.

The graduates are composed of 11 mayors and 10 Municipal Health Officers from the different municipalities of Region 1. The graduates include: Hon. Juanito B. Balingsat and Dr. Mario Q. Santos of Galimuyod, Ilocos Sur; Hon. Amadeo T. Espino and Dr. Alfredo P. Laguarda of Bautista, Pangasinan; Hon. Ferdinand F. Hernaez and Dr. Romeo P. Apostol of Sta. Lucia, Ilocos Sur; Hon. Ramil P. Ventenilla and Dr. Cesaria O. Ang-Pasion of Mangatarem, Pangasinan; Hon. Henry S. Gallardo and Dr. Rheuel C. Bobis of Gregorio Del Pilar, Ilocos Sur; Hon.Rebecca M. Saldivar and Dr. Guillermo S. Rodrigo Jr. of San Nicolas Pangasinan; Hon. Constante B. Agbayani and Dr. Erano E. Garcia of San Fabian Pangainan; Hon. Allen I. Nimo Jr. of Quirino, Ilocos Sur; Hon. Edgar R. Rapanut and Dr. Lilibeth R. Ragasa of Sta. Catalina, Ilocos Sur; Hon. Eric J. Verzosa and Dr. Genaro M. Merino of Dasol, Pangasinan; and Hon. Samuel B. Subagan Jr. with Dr. Mary Concepcion S. Sibucao of Suyo, Ilocos Sur.

The colloquium is a requirement for the last module of the program. The colloquium was done through a panel discussion where the graduates presented the governance and overall health scorecard of their respective communities as their output. The Panel Members included James F. Fadrilan, Career Executive Service Officer IV from the Department of Interior and Local Government (DILG), Dr. Myrna C. Cabotaje, Regional Director of DOH Regional Office I, Dr. Catherine A. Chung of ZFF, and Dr. Ryan C. Guinaran representing BSU.

“The lessons that I learned and absorbed is that health is not just being free of disease or ailment but health encompasses a strong body, an open and eager mind, and a calm soul. Being a boss is far from being a leader. Being a boss is part of being a leader. Leadership is not telling what a constituents do, but to show them. Because setting an example is the best way to teach and this is the best way to live,” said one of the graduates, Hon. Eric J. Verzosa of Dasol, Pangasinan.

After the colloquium, the certificates of recognition were awarded to the 21 graduates of the MLGP by: BSU VP for Academic Affairs, Dr. Kenneth Laruan; Dr. Gomez; BSU-OU Assistant Director, Dr. Leonard T. Apilis; and Ms. Bernadette C. Bagto from the BSU Registrar’s Office.

“Congratulations for passing the three modules as part of this program and really, the fact towards delivering sustainable municipal health delivery system is not that easy, we wish you luck in sustaining and a delivering more sustainable municipal health systems in your own municipality,” he added.//A.Pating UPAO BSDC Intern
