BAGUIO CITY– The Department of Science and Technology - Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST - PCAARRD) signs a Memorandum of Agreement (MOA) with Benguet State University (BSU) on September 15.

The MOA signing includes two programs namely, the S&T Action Frontline Service for S&T Action Frontline for Emergencies & Hazards (SAFE) Program and Disaster Risk Reduction on Climate Change Impacts on Agricultural Farms in CAR and Technology Business Incubator (TBI) Program: Enhancing Technology Transfer and Commercialization of Agri-Aqua Technologies.

“We look at this opportunity for the university to learn from other universities, at the same time to capacitate some of our researchers in Cordillera,” expressed BSU President Feliciano G. Calora Jr. in his welcome message.

Dr. Carlito P. Laurean, BSU Vice President for Research and Extension presented the CAR – SAFE Program.

The SAFE program has six Project Components, Project 1 is titled Disaster Risk Reduction Climate Change Impacts on Vegetable farms in Abra. This project will be implemented by the Abra State Institute of Science and Technology (ASIST) headed by Dr. Vicente A. Ato.

Project 2 of SAFE is titled Disaster Risk Reduction Climate Change Impacts in Agricultural Farms in Apayao Province and will be implemented by Apayao State College. This project is headed by Dr. Reymalyn C. Aman.

Project 3 of SAFE is titled Disaster Risk Reduction Climate Change Impacts on Vulnerable Terrace Farms in Benguet and will be implemented by BSU. This project is headed by Dr. Carlito P. Laurean.

Project 4 of SAFE is titled Disaster Risk Reduction Climate Change Impacts on Rice and Vegetable Farms in Ifugao and will be implemented by Ifugao State University with Dr. Teresita D. Allig as the head.

Project 5 of SAFE is titled Disaster Risk Reduction Climate Change Impacts on Vulnerable Coffee Farms in Kalinga and will be implemented by Kalinga State University with Dr. Robert A. Rodolfo heading the project.

Project 6 of SAFE is titled Disaster Risk Reduction Climate Change Impacts on Vulnerable Farms in Mountain Province and will be implemented by Mountain Province State Polytechnic College with Elmer D. Pakipac heading the project.

After the signing, a SAFE Media Conference was held and is hosted by Dr. Melvin B. Carlos Director of TTPD-PCAARRD.

“The Cordillera Region is the first region to conduct a regional SAFE program,” pointed Dr. Carlos.

Enhancing Technology Transfer and Commercialization of Agri-Aqua Technologies

After the Media Conference, the TBI Program was presented by Dr. Ruth Diego, BSU Director for ATBI/IC.

As defined by DOST, TBI is a process of nurturing business inceptions in the technology enterprise. It is where innovations are promoted and supported towards its commercialization. A facility where start-ups are hosted and business development services are provided.

There are six line projects for the TBI Program, Project 1 is titled DOST-PCAARRD-BSU Agriculture and Food TBI which has two components. First is to Strengthen PCAARRD’s Agribusiness TBI Program, second is strengthening BSU’s Agribusiness TBI Program. The project will be implemented by BSU and is headed by Ruth C. Diego.

Project 2 is titled DOST-PCAARRD-CLSU Agriculture and Food TBI and will be implemented by Central Luzon State University with Dr. Pablo Rafael Jr. heading the project.

Project 3 is titled DOST-PCAARRD-CvSU Agriculture and Food TBI and will be implemented by Cavite State University with Prof. Guillermo P. Desenganio heading the project.

Project 4 is titled DOST-PCAARRD-ISU Agriculture and Food TBI and will be implemented by Isabela State University with Dr. Jonathan N. Nayga heading the project.

Project 5 is titled DOST-PCAARRD-VSU Agriculture and Food TBI and will be implemented by the Visayas Consortium for Agriculture and Resources Program, Visayas State University with Dr. Jose L. Bacusmo heading the project.

Project 6 is titled DOST-PCAARRD-UPV Agriculture and Food TBI and will be implemented by University of the Philippines Visayas with Milyn C. Leghid heading the project. Dr. Carlos held the TBI Media conference. After, the whole event was concluded by Dr. Eduardo Bagtang, President of Kalinga State University.
