The Human Resource Management Office (HRMO) and the Human Resource Development Office (HRDO) led this week’s flag-raising ceremony highlighting the launching of Benguet State University’s 110th Foundation Anniversary and the 126th Philippine Civil Service Anniversary (PCSA) celebration.
This year’s BSU Foundation Anniversary carries the theme “Flourishing in Excellence Through Community – Centric Innovations and Partnerships”, while the PCSA theme centers on “ Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing Para sa Bayan”.
The ceremony commenced with a prayer chant led by Mark Joshua S. Balao -as from the College of Social Sciences, followed by the singing of BSU Hymn by the Glee Club.
Officer-in-Charge of the Office of the President, VP for Business Affairs Josel M. Florentin led the reciting of the Bagong Pilipinas Pledge, while VP for Administration and Finance Richard H. Kinnud, led the Panunumpa ng Kawani ng Gobyerno.
After the ceremony, Ellibran Aniban from the HRMO presented the university’s newly appointed and promoted employees, followed by Cleofe Bestre who outlined the calendar of activities for the joint celebrations.
Furthermore, HRDO Chief Maricris Lad-ey – Neyney also recognized the EVERLASTING PRAISE AWARDS nominees for the following categories:

Outstanding Non-Teaching Award: Level I and Level II

Highlighting the Foundation Anniversary launching, Florentin performed the “Pitik” with the rice wine, seeking guidance for the university and its leaders.
University officials, office heads, directors, and BSU employees then signed the Lingkod Bayani Commitment Wall, as a pledge on the display of Puso, Katapatan, Dangal, at Galing sa Paglilingkod.
The Lingkod Bayani Commitment Wall represents solidarity, collective responsibility, and a sense of community. It serves as a meaningful call to action, encouraging individuals to publicly affirm their commitment to service excellence and uphold this pledge beyond the activity, thereby fostering a culture of accountability and continuous improvement.
In his closing message, Kinnud reflected on the celebration of the 126th PCSA and the 110th BSU Foundation Anniversary highlighting the core values of resilience and service emphasizing that public duty must remain uninterrupted and adaptable even amidst difficult weather conditions and challenges while keeping safety a priority.
Kinnud also shared a story about friends in a leaking boat who made excuses instead of fixing the problem where he relates his challenge to the BSU community to identify and resolve internal leaks immediately rather than waiting for others to act.
He ended by honoring the Everlasting Praise Awards nominees for demonstrating heart, honor, and excellence, stating that the university continues to improve and develop the awards, not only as a recognition system but as a way to cultivate a culture where excellent service is seen, valued, and set as an example.//
