BSU’s Procurement Management Office in collaboration with the Supply, Property and Management Office (SPMO), conducted the 2026 BSU Procurement Summit on February 18-20, 2026. The three-day activity was themed “Synergizing Procurement: Bridging Management, End-Users, and Suppliers for Excellence.”
The activity opened with Bids and Awards Committee (BAC) Chairperson Josel M. Florentin outlining the activity’s rationale. He stated that the summit is about strengthening partnerships, sharing insights, addressing challenges, and working together toward the procurement process that respects everyone’s needs and timelines.
Representing President Kenneth A. Laruan, BAC secretariat member Jocelyn L. Mauting delivered the message relating procurement to the BSU vision. She emphasized that every purchase is a deliberate step toward achieving the university’s vision by managing public funds with integrity and efficiency and that the procurement process enables the university to deliver high-quality education, innovative research, and meaningful community service.
Mauting also provided the overview of BSU’s procurement process starting from the preparation of the Project Procurement Management Plan, followed by a question and answer session regarding problems encountered during planning phase, budget and procurement links.
Further insights were shared by BAC secretariat member Sonia T. Pasian, regarding the gaps during procurement phase refrerencing Manuel B. Manuel’s research titled: Bridging procurement gaps in higher education: Addressing challenges, policy reforms, and digital transformation. Additionally, Project Management Unit Head Hazeline N. Tibangay discussed the preparation of technical specifications for infrastructure and Green/Smart Campus integration.
The afternoon continued with a series of topics covered by the different university personnel. VP for Administration and Finance Richard H. Kinnud discussed the impact of the challenges in procurement to the to the vision, mission, and sustainable development goals of the university while BAC member Susan P. Ocasen-Buasen addressed the common errors of bidders and suppliers in filling out the Request for Quotation form. SPMO staff Freddie Acwadey also explained the acceptance phase and voucher processing of procured items, and Office of Legal Affairs Chief Reynante B. Basco, detailed the common issues encountered in procurement and contract implementation.
The first day concluded with presentations on Disposal Integration discussed by SPMO staff Bernard Pablito and Overall Pollution Control Officer Kevin P. Titiwa on Waste Disposal covering Philippine Environmental Laws.
The second day of the summit featured product displays and presentations from various suppliers such as: Copylandia, CA Bliss Enterprise, Diamed Enterprise, XPRT Ventures Inc., EVI Distribution Inc., Hexacom Enterprise, KaTrans Marketing, Wilconstruct Enterprise, Infinite Minds – Information Technology Solutions, Need Ink Sales and Service, SCIGATE Technology Corp., CE-Logic Inc., SHELLEYROMA Trading, Tarlac Mac Enterprises Inc., El Kaleisha Ya Qashar Enterprises, and OfficeTech.
The third day was highlighted by the signing of a manifesto between BSU and Suppliers to uphold quality and timeliness. Florentin then led the pledge of commitment, upholding a procurement environment free from corruption, undue influence, and misconduct.
