The second day of the Benguet State University’s Budget and Operational Planning Workshop continued at Solibao Hall, NPRCRTC Building, with University officials and staff in attendance.

The morning session opened with a recap of Day 1 presented by Sheila Mary Basquial of the Budget Office, followed by her presentation on Internal Operating Budget (IOB) preparation, its importance, and observations from past submissions.

She emphasized that the IOB is an important document an office prepares during the budget cycle. It is also used as a used as financial planning tool that translates operational plans into financial requirements, and the basis of the university’s Program or Receipts and Expenditures (PRE).

“Preparing IOB is not merely a compliance. This document is very important in the preparation of our PRE. It is an opportunity for every office to carefully plan its projects, programs, and activities. Every figure we include represents our commitment to use public funds responsibly and efficiently,” she said.

Basquial encouraged the participants to properly accomplish the template and avoid common errors observed during previous preparations.

Following the IOB orientation, Accountant IV Imelda Galinato presented the guidelines and procedures for preparing data requirements for the 2027 projected receipts. Among her discussion include the provisions of the CHED CMO 20 s. 2011 known as the Policies and Guidelines for the use on Income, Special Trust Fund and Programs of Receipts and Expenditures of the State Universities and Colleges (SUCs). She noted that the memorandum governs how internally generated income and funds are utilized.

The presentations were followed by a workshop on sectoral budget and indicative PPMP preparation and the outputs were presented in the afternoon.

After the workshop, VP for Administration and Finance Richard H. Kinnud encouraged everyone for continuous consultation with each office to ensure complete, accurate, and compliant submission of the budgetary documents. He then thanked everyone for their active participation.

Marvin T. Valentin, Special Assistant to the VP for Academic Affairs, delivered the closing remarks on behalf of VPAA Janet P. Pablo, commending the administration and finance sector for a successful workshop. In his message, he emphasized that planning efficiency is ultimately proven during implementation. He added that budget allocation provides clear direction when managing limited resources, stressing the need to carefully identify institutional priorities.

The activity, organized by the Office of the VPAF, aims to align the University’s Fiscal Year 2027 operational priorities with its budget through an integrated planning and budgeting approach.//EBawayan
