It has come to our attention that misinformation is circulating on social media, particularly Facebook, regarding the use and associated fees for the Benguet State University (BSU) sports facilities.
We want to clarify our existing policy and assure our community that BSU STUDENTS ARE OUR TOP PRIORITY and are not subject to the fees outlined in recent memoranda.
Please understand that under general conditions, all buildings and facilities shall be used for official purposes that are in line with BSU’s four-fold functions: instruction, research, extension, and production.
However, SUCs (State Universities and Colleges) are mandated to generate income to augment MOOE. Pursuant to this, university building, facilities, equipment, and services may be used by outside parties, provided charges cover maintenance and operating costs. The guidelines for external parties have been in place since 2015 (Office Memorandum No. 4.1, s. 2015). University Memorandum No. 016, s. 2025 is an update to this existing policy and is NOT a new rule to charge BSU students.
We vehemently deny the assumption that BSU students are required to pay the usage fees. In fact, these policies are designed to prioritize BSU students and official university activities in the scheduling and use of these facilities.
The stricter implementation of our usage policies is a necessary step to promote accountability and ensure the longevity of our facilities. We have observed instances of damage and accumulation of garbage, as shown in the attached pictures, due to the free and open access previously afforded to the general public.
By strictly enforcing our access guidelines, we are ensuring that those granted entry and use of the facilities are held responsible for their upkeep. This measure is put in place to protect the facilities for the primary benefit of our BSU community.
