The Benguet State University Finance Division spearheaded a two-day training titled “Enhancing 2027 Agency Performance Target Setting, Off-Budgetary Fund Reporting (BP Form 100-B), and Finance Manual Development” at the Igorota Hall, NPRCRTC.

Attended by personnel from the BSU La Trinidad, Bokod, and Buguias, the event aimed to strengthen the technical capacity of BSU offices to prepare accurate, results-oriented, and gender-responsive Agency Performance Measures (APMs) and to complete the BP Form 100-B in compliance with the national budgeting and reporting requirements. The workshop also intended to develop a comprehensive Financial Management Manual to ensure accurate reporting, effective financial management, and compliance with the government budgeting and accounting policies.

VP for Administration and Finance Richard H. Kinnud opened the activity by commending the Finance Division for the initiative and shared an anecdote about a carabao. He described how the animal initially resists the plow’s weight, seeing it only as an inconvenience; however, as the carabao learns the rhythm and purpose of the work, the burden becomes a goal. Just as the carabao finds purpose, Kinnud emphasized that budgeting should be viewed through the lens of shared responsibility.

“Today’s workshop is an opportunity for us to understand budgeting not as a burden, but as a shared guide. It is not something that limits or separates us, but a tool that helps us plan better, decide together, and serve the community more effectively,” he stated.

In his message, University President Kenneth A. Laruan emphasized that enhancing performance targets is vital for maintaining strategic alignment. He noted that the University’s goals are designed to meet the mandates of the Philippine Development Plan, the Regional Development Plan, and DBM physical targets.

“Improving our target-setting process will ensure more efficient, transparent, and impactful public service,” Laruan remarked.

Following these messages, Supervising Administrative Officer Estrellita M. Daclan discussed budgetary requirements under NBC 156. Likewise, Accountant IV Imelda B. Galinato outlined the guidelines for BP Form 100-B. VPAF Kinnud provided a synthesis of the discussions.

The afternoon session focused on the presentations of the 2027 Agency Performance Measure Target Setting by VP for Academic Affairs Janet P. Pablo and Special Assistant to the VP for Research and Extension Matyline Camfili-Talastas, representing VPRE Roscinto Ian C. Lumbres, for their respective sectors.

An open forum followed, leading into workshops in preparation for the BP Form 100-B and the drafting of the Finance Operational Manual. The event concluded on the second day with the presentation of outputs.

Finance Division Chief Administrative Officer Andres Arnold W. Lampacan delivered the closing remarks, urging participants to maintain an open line of communication with the Finance Division. He emphasized that BSU offices are welcome to reach out via Messenger, office visits, or other channels regarding any financial concerns.
