Benguet State University’s Committee on Anti-Red Tape (CART) conducted a monitoring activity at BSU La Trinidad, Buguias, and Bokod to ensure offices adhere to the guidelines of the Anti-Red Tape Authority (ARTA).
The monitoring checked compliance across ten key operational standards to strictly enforce Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. The committee systematically audited the visibility and accuracy of the updated Citizen’s Charter (CC) handbooks and billboards, ensuring that clear step-by-step procedures, required documents, processing times, and applicable fees are prominently displayed to the public.
The monitoring team also evaluated compliance with prescribed processing times for simple transactions, the visible implementation of official identification cards, professionalism among frontline personnel, and the functionality of the Public Assistance and Complaints Desk (PACD). Attention was also given to the accessibility of the offices, checking for the presence of designated priority lanes for persons with disabilities, senior citizens, and pregnant women.
To ensure an organized and efficient transacting environment, the inspection covered queue management systems, service area ventilation, and the utilization of both physical and digital communication channels. Frontline offices were likewise assessed on their active administration of Client Satisfaction Measurement (CSM) feedback mechanisms, such as QR codes and suggestion boxes, which was further validated through direct, random client interviews regarding their actual transaction experiences.//EBawang
